Scope of Project

2.0

Bangladesh Power development Board (BPDB) has decided to extend the existing Khulna Power Station by setting up a new 210 MW thermal Power Plant at site conditions (35 °C, 1.013 bar, 98% R.H., 0.8 P.F, cooling water temperature 32.2 o C at condenser inlet)

The proposed plant will be installed in the vacant space adjacent to the 60 MW & 110 MW Power Station including dismantling of existing workshop if necessary as shown at the site layout. The project will be implemented on turnkey basis.

All plant requires to be commissioned within 36 months after contract award.

At present Furnace oil may be used as fuel due to non-availability of natural gas. When natural gas will be available, the plant should be run by the natural gas fuel. So provision should be made for the liquid & natural gas fuel arrangements in the Boiler. Auxiliary or supplementary firing may be kept if design permits.

   

Cooling is by river water from the river Bhairab that runs adjacent to the site. A typical analysis of the river water is given in Article 2.11.2  but the Contractor shall make further analysis during the Contract phase to establish seasonal variations and a basis for designing the water treatment plant.

The water treatment plant to be supplied is required to provide Boiler water as well as potable drinking water for staff use at the Power Station and at the staff residential quarters adjacent to the site.

The Tenderer shall optimize the size of Boiler and steam turbine generating plant offered using the data in the tender documents. All major components to be supplied under the tender should have ISO-9001 0r 9002 certification.

The equipment provided shall be of proven type and design, having rated capacity of 210 MW rating at site condition (35 C, 1.013 bar, 98% Relative Humidity, 0.8 P.F.) of 210 MW. Unit of heavy-duty industrial outdoors types Boiler, transformers, Turbine and Generator.

The Project may be classified into the following broad areas. Details are however given later in the scope of work.

  1. Survey preparation of drawing, land development, landscaping of the proposed site.
  2. The supply and construction of the Power Plant equipment.
  3. Supply and construction of all civil work including power house building, store, workshop, electrical room, internal roads etc.
  4. Supply and construction of entire liquid fuel and gas fuel system for the plant, fire protection system etc.
  5. Supply of training facilities, fire fighting equipment,      spare and consumables
  6. Testing, commissioning, guarantee period operation and first inspection.

Bid will be evaluated and awarded on the basis of lowest per kW cost and lowest per kW cost shall be determined as per method of Evaluation of Tender Document (vol-1).

Guarantee

The rated output and heat rate of the unit at the following conditions shall be guaranteed by the contractor:

  1. Ambient temperature 35 o C
  2. Site elevation Less than 100 ft MSL
  3. Relative Humidity 98%
  4. Barometric Pressure 1.013 bar
  5. Generation Voltage 15.75 kV
  6. Power Factor 0.8 lagging
  7. Frequency  50 Hz
  8. Cooling water temperature 32.2 o C

Basic Equipment Requirements

The Thermal generating unit shall be of well proved design and the offered thermal generating unit shall and have operating experience on similar working conditions outside Manufacturer's country for at least 2 (two) years.

The unit shall be designed and capable of operating continuously at the rated load with the additional capacity of operating at 5% in excess at the rated speed for an hour in period of 12 hours consecutive running.

The extent of supply shall include, not be limited to, the equipment described herein. The work shall be carried out in accordance with the conditions of this contract and shall include but not necessary be limited to the major items mentioned in the extent of contract.

2.1. 1 Extent of Contract

The Contract provides for the turnkey design, manufacture, construction, supply, testing in works, packaging for export, shipping, transport, delivery to Site, unloading at Site, civil works, complete erection, painting, commissioning and putting into normal operation, performance and reliability testing on completion, instruction of the Employer's personnel and obligations for the warranty period of plant herein described comprising the following at Khulna but necessary to be limited to the following major items:

 

  1. Boiler should be of outdoor balanced draft, natural Circulation (Single drum),reheat type. The supply shall include, but not be limited to the following: 

 ?  Steam Drums

 ?  Boiler casing, frames and steelwork

 ?  Convection surfaces

 ?  Boiler fittings and mountings

 ? Superheaters

 ? Superheater control (if necessary) 

  • Burners
  • Burners control

? Evaporators

 ? Economisers

 ? Condensate Pre-heater

  • FD, ID and Flue Gas Re-circulating System

? LP heating loop pipework, equipment, and circulating pumps to and   from deaerator

 ? Ljungstrom Air Preheater

 ? Exhaust stack and supporting steelwork

  • Shoot blowers
  • Chimney

 ? Expansion joints

 ? Exhaust silencers & Safety valves

 ?  Boiler feedwater & its control systems

 ? Steam pipework & by-pass system to condenser

 ? Steam & Water washing equipment

 ? Local instruments, controls and supervisory equipment

 ? BOILER circulating pumps

 ? Drum dosing equipment, pipework and controls

 ? Steam and water sampling equipment

 ? Integral pipework, valves and fittings, including blowdown pipework,

High and low pressure dosing pipework and safety valve escape piping with supports, stools and floor collars.

 ? Compressed air services

 ? Thermal insulation and cladding for BOILER plant, pipework and ducting

 ? Galleries, ladders, steel flooring, chequer plating and roof canopy as

         necessary.

 ? Foundations steelwork, bolts and plates

 ? Civil works including piling

  • Ducting of air and flue gas system

(b)  Steam turbine & generator unit having capacity of 210 MW complete with all equipment and accessories necessary for safe, efficient and reliable operation, including but not limited to the following:

  • HP, MP & LP Turbines
  • Lubricating oil system, governor systems, generator, exciters, field regulation and suppression equipment.

 ? Condensing plant and auxiliaries

 ? Deaerator and associated pumps

? Steam strainers for installation in the emergency stop valves in the live steam line and reheat line.

  • Electro and hydraulically operated combined emergency stop valves

        before IP section of the turbine.

? electrically driven Boiler feed pumps with non-return valves, leak-off provision and all necessary accessories

  • Electro and hydraulically operated control valves at the inlet part of the

 HP section of the turbine.

  •  Turbine bypass system.

? Integral steam feed condensate, and drains pipework, valves and fittings.

? All necessary steelwork supports, anchors, hangers, stools, wall boxes and floor collars for pipework, valves and accessories.

  • Motorized turning device, complete, with manual turning equipment.

  • Separate cooling water supply system and return pipework and pumps for  provision of  cooling water to closed circuit auxiliary cooling system for lube oil  cooling, generator cooling , compressor cooling, instrument air compressor    cooling sample coolers.

All general service water pipework,. valves, tanks and fittings associated with the Contract plant, including bearing cooling water supply for auxiliaries.

High and low pressure drain and other pipework associated with the BOILER and turbine plant and main pipework systems, including all valves, fittings, steam traps and high pressure drain vessels for clean drains and blowdown.

All necessary steelwork supports, anchors, hangers, stools, wall boxes and floor collars for pipework, valves and accessories.

(h) Water Treatment Recovery Plant

 

Used De-mineralized water for its treatment and regeneration equipment including all vessels, valves, Pipework, pumps, blowers, instrumentation and controls.

(i) Clean Drains System

Clean drains system including clean drains tank, pressure reducing vessel completion with atmospheric vent stack and clean drains return pumps.

 

(j)  Extension of Existing Station Fire Protection

Pipework, hydrants, sprinlders/deluge systems, foam generators, CO2 fixed extinguishants, portable extinguishers, fire detection system including a comprehensive fire alarm panel located in the control room and serving all equipment, BOILER's turbine house, workshops, stores, laboratory and offices provided under this Contract.

 

(k)  Electrical works comprising:

  

  • Generators for Steam Turbines
  • HV and LV Switchgear and MCC's
  • Transformers
  • Cabling and earthing

  ?  Sufficient chemicals for 12 months guarantee period operation at MCR

 ? Tools, lifting tackle and special appliances

 ? Contract drawings

 ? Inspection and testing

? Training of the Employer's staff in the operation of the plant locally and overseas

  •  Re installation of existing workshop equipment

(t) Civil works

 ? Site survey and subsoil investigation (as necessary to fulfil the Contractor's obligations)

  • Dismantling of all temporary stories, temporary buildings, diesel plant building, 16 MW pump house, 33kV substation & towers. Dismantling garbage should be kept in a suitable position in the power station area..

The Contract shall include the whole of the aforementioned work which is described in or implied by the Specification which may be inferred to be necessary for the safe, reliable and efficient operation, stability and completion of the Works shall be deemed to be included in the Contract Price. Work shown upon the drawings and not mentioned or described in the Specification and work described in the Specification and not shown on the drawings will nevertheless be held to be included in this Contract. All plant, equipment, materials and work shall be provided to complete the installation ready for commercial operation whether or not specifically called for herein.
